IG Kainja Promotes Wife to DCP 4 Days Before Restricting Police Promotions


Inspector General of Police George Kainja has promoted his wife Jacqueline from Assistant Commissioner of Police to Deputy Commissioner of Police four days before announcing to all police officers that their promotions will come after writing examinations.

The announcement has irked most police officers and seen as nepotism at its best.

Mrs Kainja was among seven officers that were promoted to the rank of deputy Commissioner on January 15, 2021 but communication about the promotions came on January 20, 2021.

The communication also contained promotions of Demister Chigwenembe and Mrs. Merlyne Yolamu as deputy Inspector General for operations and administration respectively.

Four officers have also been promoted to the rank of commissioners and six others to the rank of assistant superintendent of police.

Although the communication was sent on January 20, 2021, the promotions were with effect from January 15, 2021.

Barely four days after these  free promotions, Kainja issued communication on January 19, 2021 to the Malawi Police Service advising that any officer who wants a promotion should sit and pass examinations first.

“Grateful. Be informed that from now onwards all members of the Malawi Police Service will be required to write Service Standing Orders examinations and Government Law examinations as a prerequisite for promotion to the next rank,” reads the communication with reference C/89/82  and dated January 19, 2021.

According to the communication,  only relevant sections of Service Standing Orders will be examined twice every year thus in June and December.

“Every officer is encouraged to sit for examinations except those already sat and passed the examinations before. Further to that, all police officers  are encouraged to arrange with SDI Mpemba on the sitting of Government Law examinations. Treat matter important,” reads the communication.

Several officers have protested the communication arguing that the Inspector General’s wife and her colleagues should have been examined before their promotions.

“It is clear that this is nepotism. The IG wanted to promote his wife first before putting tough measures to the rest of the police service. Why subject officers to examinations? He is forgetting that police is more operational than boardroom work,” cried one officer in Blantyre.

Police spokesperson James Kadadzera was not available for comment.

  1. he’s used to exams. he was my great maths and science teacher. he laughs and he is not nepotistic but he has the listening heart and has love for new ideas. he taught me maths almost 20 yrs ago and i managed to score 1point 17yrs later. i now love competition because he made me so. merit igwire ntchito apa osaopa.

  2. what’s so special with the mps. other government departments do interviews whenever they want to promote the workers. eg is healthy profession a board room or operational? can some1 deferenciate board room work from operational. in the health sector there are experienced clinical officers, medical assistances, etc. with vast experience but have been on the same grade like hk for almost 15yrs without any promotion and yet assigned to tough work expected to be carried out by consultants of p class and yet getting low grade salary because they have never been invited for the promotion exams. if its nepotism even with or without exams it can be there. a certain sẹctor are used to the words “tribism and nepotism” to divide us so that them can enjoy the lions share of the top government positions in a hyena stratergy when they want to steal the lions kill and yet they were born very lazy. they only want to eat money not to work.
